Constitution
Our purpose for student council is to embody the voice of our fellow students while encouraging them to become an active part of our school and community.
Article 1: Membership
Section 1: Each class will have one President, Vice President, Secretary and Treasurer. Each class will have 2 Representatives.
Section 2: Student Body will have one President, Vice President, Secretary and Treasurer. Student Body will have 2 Representatives. Students serving on Student Body must have at least one year of experience on WHS Student Council.
Section 3: Officers will be elected by the voting of fellow class members. Election results will be tabulated by a designated sponsor or administrator. Electronic ballots will be used when available.
Article 2: Meetings
Section 1: Meetings will be held at least once a week by grade level followed by a student council meeting.
Section 2: Once a month, each treasurer will present their account balances to student council.
Section 3: For all grade level meetings the secretary will take notes. When student council meets the student body secretary will take notes.
Section 4: Each president will run their grade level meetings. The student body president will run student council meetings. If the president is unavailable, then the next highest ranking position will take over. Sponsors are there for advice and help if needed, not to run meetings.
Article 3: Voting
Section 1: Each member may cast one vote. For an item to be approved, it must be passed by a majority vote of all members present. Voting cannot take place unless ¾ of the council membership is present. Attendance must be taken at the start of all meetings.
Section 2: Student Body has the right to veto a decision. Any member of student council may contest a decision and must submit their protest to Student Body in writing. For a veto, the Student Body’s decision must be unanimous by all members. Student Council can request a formal debate prior to Student Body casting a decision.
Article 4: Debates
Section 1: Formal debate procedures will be agreed upon by both sides prior to a debate. Two members, one for each side, will be selected to represent the negative and affirmative arguments of an issue.
Article 5: Amendments
Section 1: An amendment may be initiated by any member of Student Council. The amendment must be presented in writing to student council and must receive a ¾ vote by student council to become effective.
Code of Ethics
Section 1: All members of student council will participate in the planning and organization of the fall, winter, spring sports and activity assemblies.
Section 2: All members of student council will participate in the planning and organization of winter and spring spirit days and lunch time activities.
Section 3: Homecoming responsibilities will be divided between the student council groups. Student Body will be in charge of the Homecoming Assembly(Assemblies). Freshmen class will be in charge of the lunch time activities. Sophomores will be in charge of the dance. Juniors will be in charge of the carnival. Seniors will be in charge of the Homecoming game and publicity. All members will participate in the selection of spirit days and student body will finalize decisions that have conflict.
Section 4: The Freshmen class will be in charge of the Winter Formal.
Section 5: The Senior class will be in charge of the Sadie Hawkins dance.
Section 6: Student council will participate in selected Gold Rush activities and will need to send workers as requested by student body.
Section 7: Junior class will be in charge of the Prom and all decisions regarding Prom. Juniors and Seniors attend Prom. Sophomores can attend if asked by a Junior or Senior. Freshmen are not allowed to attend Prom. An idea box must be made available for Prom suggestions. The Prom Committee will assist with Prom activities but are not part of the decision making process unless requested by the Junior class.
Section 8: Seniors are in charge of selecting the class song, motto, senior gift and senior trip. Graduation is a Senior event but will request assistance as needed from student council.
Article 7: Communication
Section 1: All grade levels and Student Body are required to keep a notebook and communicate with sponsors and administration. Student Council will prepare a Board Report when requested.
